How can something which is necessary be evil?

How can something which is evil be necessary?

The phrase ‘necessary evil’ is used to justify many behaviors. You probably can think up several answers to the two questions above. You can probably defend your positions. You may even execute a necessary evil before today is done.

If you will ask yourself the two questions before you act, you may find yourself choosing differently.

If it appears to be necessary, how can you make it not also be evil? What would you need to change?

If it appears to be evil, but necessary, what could you change yet still accomplish your desired outcome?
